The moment at which a source decides one calendar day ends and the next begins, which determines which records are returned for a given date.
Where the boundary follows the visitor's timezone, two identical requests can legitimately return different sets and neither is an error. Pinning it to UTC is what makes a date-ranged dataset reproducible.
