Response due precision
A field saying whether a deadline is a real instant, a date with no time, or a wall-clock time with no zone — so a consumer knows whether it can be converted.
Measured on 1,566 SAM.gov notices: 61.0% instant, 38.8% date-only, 0.2% naive. SAM.gov stamps midnight UTC on the date-only ones, which is why the UTC field is deliberately null there.
