Census pass
A cheap first sweep that classifies an area cell by cell without extracting any records, so the cost of the real extraction is known before it starts.
It is the difference between quoting a job and discovering its price by running it. Cells classified as belonging to a neighbouring country are dropped rather than split, which is where most of the saving comes from on a bordered area.
