Saturation threshold

The result count at which a tile is assumed to be hiding more behind a result cap and is therefore split into smaller tiles.

It is set below the observed cap rather than at it, because the same query does not return the same count twice. A tile wrongly marked complete produces missing rows and no error, so the threshold is chosen to over-split rather than under-split.
